Post Diploma in Legislative Drafting

The International Law Institute- African Centre for Legal Excellence (ILI-ACLE) would like to invite you to attend or nominate members of your Organization for its upcoming Diploma on "Legislative Drafting" to be held from September 17 – December 7, 2007.

Intended Audience
Members and staff of parliaments and of executive and judicial branches, drafters, lawyers and other individuals with an interest in effective legislative drafting techniques and methods.

Seminar Objectives
Legislative Draftspersons play a key role in the area of development by developing and drafting legislative programmes of Government. This three-month programme is directed to achieve an intelligible and confident style of drafting legislation to support the emergence of free market economies and democratic forms of government. The Diploma enables participants to identify institutional and procedural obstacles in order to establish effective legislation; develops their capacity to analyze bills and laws; and refines their ability to participate effectively in policy formulation by strengthening their understanding of links between legislative ideas and legislative language. It gives participants a broader perspective of developmental and social issues in order to fortify their knowledge of law and legislative drafting within the context of the society they work in. The emphasis throughout the diploma is on developing practical skills.

The Reagan-Fascell Democracy Fellows Program at the Washington, D.C.-based National Endowment for Democracy invites applications from candidates throughout Africa for fellowships in 2008-2009. Established in 2001, the program enables democracy activists, practitioners, scholars, and journalists from around the world to deepen their understanding of democracy and to enhance their ability to promote democratic change. The program is intended primarily to support activists, practitioners, and scholars from new and aspiring democracies; distinguished scholars from the United States and other established democracies are also eligible to apply. Projects may focus on the political, social, economic, legal, and cultural aspects of democratic development and may include a range of methodologies and approaches.
