Pope John Paul II can mediate between Azerbaijan and Armenia to help settle the 16-year-long conflict between the two countries over Nagorno-Karabakh, a Vatican official said, 525 newspaper reported, citing Interfax.

Claudio Qucerotti (second name as given in the report), the Vatican ambassador to Azerbaijan and Georgia, reportedly said that John Paul II is ready mediate between Armenia and Azerbaijan if the conflicting sides appeal the pope to do so.
“The Pope of Rome is contributing significantly to settle conflicts around the world,” the report quoted Qucerotti as saying.

Baku/Prague, 11 June 2004 (RFE/RL) -- Azerbaijani Foreign Minister Elmar Mammadyarov says Azerbaijani and Armenian negotiators are taking a new approach to settling their dispute over the territory of Nagorno-Karabakh.

In an interview today with RFE/RL's Azerbaijani service, Mammadyarov said Baku and Yerevan are working on a plan that will include elements from each side's previous proposals.
"Azerbaijan stands for a step-by-step approach, and the Armenian side stands for a package approach. What we are right now working on is to try to pick up from each approach ideas that would be acceptable to both sides and put them into one basket," Mammadyarov said.

Mammadyarov was referring to Baku's insistence that ethnic Armenian troops withdraw from all Azerbaijani lands they have been occupying since the 1994 cease-fire agreement before negotiating the status of Karabakh. Yerevan wants both issues to be resolved simultaneously.

Mammadyarov did not elaborate on the negotiations, saying confidentiality is needed to ensure the good continuation of peace talks.

The Azerbaijani envoy is due to meet his Armenian counterpart Vardan Oskanian later this month in the Czech capital Prague.

U.S. to extend Armenia $700 mln

Yerevan. INTERFAX - Armenia expects to receive $700 million in aid from the United States in 2004-2008 under the Challenges of the Century program, Armenia's Finance Minister Vardan Khachatryan said on Thursday.

Armenia hopes to receive $100 million of the aid before the end of 2004.

The government is currently developing specific projects in order to receive this money. It is anticipated that the money will be used in education, healthcare and social services, and to rebuild the country's infrastructure, such as irrigation systems and rural area roads.

Armenia also expects to receive $20 million - $25 million from the World Bank under a program to fight poverty, Khachatryan said.

Видимо Азербайджан и Грузию надо ударными темпами включить в НАТО пока Россия дремлет в берлоге. Вот как высокие цены на нефть и необходимость декларации великих побед перед выборами в Америке могут благоприятно повлиять на установлениe мира в нашем регионе.

Заметьте работают вместе над Мирным Планом. Какая фантастическая взаимная заинтересованность.

Наверное Дашнаки выйдут из правительства если так дальше пойдет.

"ARMENIA SHOULD BE ACTIVE IN BLACK SEA STRUCTURES"

Yerevan, Baku and Ankara Cooperate in BSEC and BSTDB

Nerses Mkrtchian, Head of International Economic Cooperation Department at RA Foreign Ministry, believes that Yerevan should conduct active policy in the Black Sea cooperation structures. The Armenian Diplomat emphasizes the importance of Armenia’s activeness within the framework of the Black Sea Economic Cooperation organization and the Black Sea Trade Development Bank shaped by the 11 member states of BSEC by two basic factors.

If BSEC isn’t established, GUUAM (Georgia, Ukraine, Uzbekistan, Azerbaijan and Moldova) will become a leading regional organization, which is not in the regional interests of Armenia, as, According to Mkrtchian, in fact, GUUAM is against the interest of Armenia. "That’s why, Armenia should be active in BSEC and BSTDB," Mkrtchian said.

"Secondly, the Black Sea region is given more importance in the NATO approaches and its possible that the role of BSEC will become more important. We are the members of these organizations," Mkrtchian emphasized.

It’s worth mentioning that BSEC is the only regional organization the members of which are Armenia, Turkey and Azerbaijan (Armenia has no diplomatic relations with these two states), as well as 8 other countries of the Black Sea region, namely, Russia, Ukraine, Moldova, Bulgaria< Romania, Georgia, Albania and Greece.

In the early1990-ies, when BSEC was forming, they spoke of giving Turkey the leading part in the organization. It is not accidental, that the headquarter of the organization is in Istanbul. The BSEC has become an international economic regional organization with its secretariat, parliamentary cooperation, bank during the 12 years after its establishment.

And even if in the establishment stage of the organization they spoke of giving Turkey the leading part (under the dictate of the U.S.) at present, it is obvious that mainly Russia, Greece and Turkey have decisive role in the organization. The leading part of these countries is conditioned by the banking shares they have (16,5 % each).

BSTDB is an international financial institute, established in 1991 with Euro1 billion-fixed capital. The bank is implementing programs costing $1-3 million in the member-states. After its establishment the bank has implemented 57 programs in the small and medium businesses. Only one program was implemented in Armenia with the joint financial support of Izmirlian foundation.

The leadership of the bank keeps stating that they are seeking for no political goals but they try to strengthen the regional cooperation between the member states as well as to contribute o he development of the private sector. This viewpoint doesn’t stand the logics merely for the fact that Armenia and Azerbaijan. Armenia and Turkey, having no diplomatic relations, Turkey and Greece, having serious political contradictions, are working together at the bank.

Nerses Movsisian says that the political context always exists, as Armenia, Azerbaijan and Turkey have their shares at the bank. Thus, on June 6-7 during the annual congress of the bank in Tirana, when Armenia kooks up the new chairmanship of the bank, Azerbaijan refused to be a deputy chair- country. "I said in my speech that Armenia is ready to work with any country. But, in fact, Azerbaijan politicized the issue by refusing to the deputy chair-country," Mkrtchian says. The voting at the bank is carried out according to the shares (when a program of one of the countries is put forward for adoption) and, as, Russia, Greece and Turkey are the leading countries, they have the opportunities to implement more programs. In 2005, June, the seventh meeting of the bank and the Black Sea Business Conference will take place in Yerevan, that will help BSTDB and the representatives of the business world to get more informed about the investment field of Armenia.

Mkrtchian says that the criteria for getting credits from the bank and for implementing the programs are stricter compared with the criteria of other international financial organizations. In fact, the bank tries to contribute to the regional economic cooperation of the member-states, to implement small and medium business programs, while, on the other hand, it tries to get its profits, which is, naturally, rather difficult. Let’s remind that in the Tirana Congress by the suggestion of RA Government the share of Armenia in the BSTDB decreased to 1 % from the former 2%.

Armenia to increase its military budget in 2005

Yerevan. (Interfax-AVN) - Armenia's military budget will be increased in 2005, Defense Minister Serzh Sarkisyan told Interfax on Wednesday.

"Not naming any specific figures, I can say for sure that Armenia's military budget will be increased," he said.

Speaking about the NATO conference on military training scheduled to take place in Baku next week, Sarkisyan said Armenian servicemen will attend the gathering.

There are currently no obstacles to Armenia's participation in the conference, Sarkisyan said. "Armenia will only accept full-fledged participation in NATO training in Azerbaijan, not participation with observer status," he said.

Speaking about this week's exchange of fire on the Armenian- Azerbaijani border, Sarkisyan said that "such cases sometimes occur. Azerbaijan often tries to push its positions forward, and Armenia curbs such attempts."

Manvel Sargisian Notices Activeness of European Structures

Manvel Sargisian, Counselor of NKR President on Political Issues, believes that during the last year a new situation is shaped in the negotiation process of Nagorno Karabagh conflict settlement. Azerbaijan has a new president and one can notice the activization of the European structures in the Nagorno Karabagh issue, particularly, that of the CE and the EU. Sargisian hinted that the period of OSCE Minsk Group has passed and a new period has begun.

The theme of the seminar organized by "Civil National Initiative" Center was "The Current Stage of Nagorno Karabagh Conflict Settlement." Manvel Sargisian who was among the reporters (his topic was " A dead-end in Karabagh Conflict or a New Way Out") noticed that even if the meetings of the Armenian and Azerbaijani presidents and the foreign ministers have restarted again after a certain pause, there are no news from the aspect of the conflict’s content in the negotiation process.

Sargisian said about Armenia – Azerbaijan bilateral relation in the March interview to Azg that Baku has passed the settlement diplomacy in the field of the relations between Armenia and Azerbaijan. "The whole sphere of NKR’s participation in the settlement diplomacy is limited by a couple of visits to NKR paid by the representatives of the international organizations. All the rest leads to the following conclusion "Agreed with NKR authorities." That is, NKR time after times enfacing this or that facts and these facts appear without NKR’s participation."

NKR President’s Counselor doesn’t exclude that the OSCE Minsk Group can stop working on the settlement process and the initiative will be taken up by one of the European structures, i.e. the CE or the EU. Sargisian believes that the Europe’s activization in the Karabagh issue is agreed by Russia. He said it is possible that the issue of the Russian military station’s presence in Armenia will be included in the agenda of the European diplomacy.

What is the main difference in the approaches of Yerevan and Stepanakert in the Karabagh issue? According to Sargisian, " if for Armenia Karabagh is the issue of the security of the Armenian people living out of its territory", "the construction of the independent state of NKR" is the primary issue for Stepanakert.

A number of figures well aware of the Nagorno Karabagh issue were participating in the seminar, but there were also people who not only had no indirect claims for Karabagh, they also tried to serve the dispute for their political agenda. Thus, they were rather surprised when Sargisian was separating NKR from RA, saying that one can’t separate the two parts of one nation, and in a minute they were asking whether Robert Kocharian has the right to be RA President without being a RA citizen. The atmosphere of the seminar was unhealthy for the fact that the opposition was not so much interested in the NKR issue but tried their best to blame RA President born in Nagorno Karabagh.

General Arkady Ter-Tadevosian emphasized two important facts in his report "Military Balance as the Main Guarantee for Regional Peace": on one hand, it is important for Armenia to preserve the strategic relations with Russia, on the other hand, Yerevan should develop the relations within the framework of NATO "Partnership for Peace" program.

A dispute was unfolded around the definitions " RA Army " and "NKR Army". Smart people are sure to understand, while Hovhannes Hovhannisian, former head of RA National Assembly’s Foreign Affairs Committee, was stubborn till the end and kept wondering what was the difference between RA and NKR Armies. Khosrov Haroutiunian explained that "RA and NKR Armies" definition is used for internal and external utilization. Hovhannisian kept being surprised, saying: "So we are lying to the world?"

Thus, the issue of the Armenian people, i.e. the Nagorno Karabagh issue is discussed with the participation of such "geo-political experts."

Наиболее интересным из более десятка законопроектов повестки было предложение о внесении изменений и дополнений в закон «О госбюджете 2004 года».
Министр финансов и экономики Армении Вардан Хачатрян, представляя предложение, отметил, что из бывшего бюджета было сэкономлено 12 млрд. драм, за что правительство удостоилось похвалы депутатов.

Знаешь Моно это великое заблуждение так думать.
Многие так думают.
Не важно какая у тебя задолжность, главное, что ты вовремя можешь платить по долгам оставаясь с положительным сальдо. Америка платит по долгам, а бюджет этой страны уже перевалил за 1,500,000,000,000 долларов. Не лелей надежд по этому поводу. Экономика это великая наука о которой в Армении мало кто имеет понятие. Многие думают категориями, которые были в ходу до Адама Смита.

Мне с сожалением придется констатировать, что Армению купили с потрохами. И это закономерно в истории этого народа.

И это будет закономерно до тех пор пока не будет прорыва в науке, юриспруденции и системе управления колонии которая формально называется Армения.

Страна 35% бюджета которой оплачивается другой страной не независима. Это не взять долг, это получать регулярную помощь, т.е. стать нахлебником. Все эти деньги разворуют а вопрос Карабаха уже решен. Будут упираться сразу кислород перекроют. Вот где истина. И этот народ достоин такой судьбы и только такой.

Видишь я уже употребляю слова эта страна, этот народ итд. Это очень закономерно и печально для Армянского народа.

На днях фактически свою деятельность как независимое государство прекратила Третья Республика. Никто не будет усердствовать в вопросах оптимизации и повышения эффективности экономики. Столь сильные денежные вливания непосредственно в бюджет без каких либо программ очень опасны когда гос служба не контролируема парламентом нет общественных механизмов контроля. Они перекроят весь бюджет по новым меркам и затем вся страна будет полностью зависеть от страны донора.
