Senior Democratization Assistant - OSCE

The OSCE Office in Yerevan invites applications from highly qualified, energetic and experienced Armenian professionals for the post of Senior Democratization Assistant.



Under supervision of the Democratization Officer the incumbent will perform the following tasks:

Analytical and Reporting:

1. Drafts and in absence of the Democratization Officer finalizes contributions to Activity Reports, various background reports (ie annual report, background information) and press releases on Democratization Programme activities;

2. Performs research and summarizes background information in the field of Democratization (e.g. gender issues; trafficking in human beings, rule of law, migration, freedom of media, good governance);

3. Provides legal and political review of developments in the areas of relevance to Democratization, including informal review of draft legislation;

4. Drafts project proposals and monitors project implementation (controls financial and narrative reporting of implementing partners);

5. Provides advice on initiatives of the Office in the field of Democratization;

6. Attends relevant meetings, roundtables, workshops, conferences and other events; prepares relevant records on the events attended (including memos for the file and minutes of the meetings where the Office is the organizing party).

Organizational:

7. Establishes, maintains and develops contacts with the government deputy heads of departments, heads of sections, deputy ministers), with the local authorities, universities, research institutions and non-governmental organisations;

8. Liaises with international organizations and institutions and attends the meetings of International Working Groups as required;

9. Organizes data and information, prepares and maintains records, documents, and control plans for the monitoring of project/program implementation;

10. Provides programmatic support as needed (E-procurement);

11. Performs other relevant work as required (for example: editing of reports in English and Armenian languages, translating of correspondence and other documents from English to Armenian and from Armenian into English, interpreting in meetings (between Armenian, Russian and English languages).

Qualifications:

· Completion of secondary education supplemented by courses in law, political or social sciences

· Minimum 6 years relevant working experience (incl. project and programme supervision)

· Analytical skills (ability to produce background reports, conduct independent research), communication skills (establish and maintain contact with project partners, NGOs, governmental officials), organisational skills

· Excellent knowledge of Armenian, English and Russian (both written and oral) and excellent drafting/reporting skills in English and in Armenian

· Team work ability, flexibility and ability to work under pressure and with tight deadlines

· Well-versed in work with Windows applications, especially M-Word and Excel, e-mail and Internet, willingness and ability to operate E-procurement.
