73 | Monitoring and Evaluation Officer - World Vision Job Opening at World Vision Armenia World Vision is a Christian Humanitarian Organisation that came to Armenia fifteen years ago providing emergency aid to the victims of December 1988 devastating earthquake. During the next fifteen years WV’s projects have gone beyond meeting the demands of crisis situations to changing the quality of life in entire communities and helping Armenians to restore their country. Major programs now include Health, Child protection, Micro enterprise and community development. The following full time position starting as soon as possible is based at World Vision Armenia’s National Office in Yerevan. Monitoring and Evaluation Officer – Systems Development Purpose of Position To lead the development and implementation of a single standardized Monitoring and Evaluation system for all of WV Armenia’s multi-sectoral Area Development Programs (ADPs) and support the development and implementation of integrated monitoring systems with WV’s microfinance institution, Small Enterprise Foundation. Main Tasks: 1) Development of standardized M&E System for all WV Armenia ADPs including a detailed analysis of M&E systems and practices and design of a single monitoring systems 2) Ensure that WV Armenia and SEF develop a common approach to M&E activities across all programs including development of M&E policy that determines minimum standards for all programs and provision of training on M&E practices 3) Develop information/knowledge management system to enable the storage and sharing of experience in M&E, best practices and the dissemination of lessons learned. 4) Support SEF in the measurement of social impact of SEF activities and development of partnership with World Vision Armenia ADPs. Knowledge, Skills and Abilities The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training. Experience: · 3 years of relevant experience with international organizations is required. · Experience in using project design and monitoring tools, principally logical frameworks and Gantt charts. · Strong background in program monitoring and evaluation. Education: A strong community development background and a relevant degree are required. A Master’s degree in a development related discipline from an International School or equivalent experience is an advantage. Skills and competencies: Good analytical skills · Strong computer skills including working knowledge of databases and statistical software (Access, Excel, SPSS) · Strong interpersonal skills. Good organizational, capacity building and facilitation skills. Willingness to travel approximately 30% of the time in the field and to have some overnight stays.
