The United Nations Development Programme in Armenia announces opening for the following position:

Project: Promoting Human Rights and Facilitating Public Awareness of the public Defender’s Office in Armenia

Post title: National Expert

Starting Date: Immediate

Duration: 21 working days within the period of 1 March – 31 May, 2005

Location: Yerevan, Armenia

Background: The aim of the Project is to facilitate the consolidation of democracy and promote human rights by building public awareness of, and encouraging broad debate about key human rights issues including the importance of an independent Ombudsman institution.

Objectives:

Within the framework of the Project, a training manual on national human rights institutions/ombudsman should be prepared and published. The manual is intended for training of trainers from state institutions, educational institutions, mass media and non-governmental organizations. The trainers should be selected on the basis of their involvement in teaching and/or Ombudsman related practical work or engagement in human rights work. The objectives of the training manual and training of trainers are:

(i) To explain the role of national human rights institutions in general: its main types and functions and introduce basic standards stipulated in the UN Paris Principles on national human rights institutions;

(ii) To educate about the mandate and functions of Human Rights Defender as stipulated by the Law on Human Rights Defender of the Republic of Armenia.

Besides main components, the manual should be designed to briefly introduce comparative experience of developed countries, including countries in transition and to draw parallels between the requirements of the Armenian legislation and UN Paris Principles. The manual will be used as a main training material on national human rights institutions/ombudsman. The Manual will be drafted by an international expert in close cooperation with the local expert. The Manual will be published in Armenian by the Project. As a second step, representatives from training centers for police, judges, prosecutors and civil servants, human rights teachers, media associations, non-governmental sector and Human Rights Defender’s Office will be trained as trainers.

Duties and Responsibilities

Under the overall supervision of the UNDP Portfolio Manager and the National Project Director, and the direct supervision of the Project Coordinator the national expert shall:

§ analyse the Armenian legislation related to the work of the Human Rights Defender’s office for drafting the text of the manual;

§ draft special parts of the text of the manual assigned by the international expert;

§ assist in finalizing the text after feedbacks received during trainings;

§ Edit the Armenian translation of the final text;

§ Conduct training of trainers with the international expert.

The national expert will work closely with the international expert contracted for the drafting of the manual and with a staff member of the Human Rights Defender’s office who is assigned to assist in preparation of a section on Human Rights Defender in Armenia;



Qualifications:

Education: Advanced University degree in Law with an emphasis on human rights;

Experience: At least 5 years of professional experience in law, preferably in human rights law, thorough knowledge of domestic legal systems, including administration law, local self-government laws and civil law; Sound knowledge and demonstrated interest in national human rights institutions including procedures before institutions.

Skills: Ability to analyze and interpret legislation and present complex legal issues in simple terms, excellent drafting/writing skills in Armenian and English, ability to ensure prompt delivery of assignments;

Computer skills: Proficiency in the usage of computers and office software package and competency in the handling of web based management systems (Internet, Intranet).

Languages: Proficiency in English and Armenian.
