1.

The United Nations Development Programme in Armenia announces an opening for the following position:



Post Title: National Expert on GHG Mitigation Policies

Project: UNDP/GEF “Armenia – Improving the Energy Efficiency of Municipal Heating and Hot

Water Supply” Project

Starting date: June 2006

Location: Yerevan, Armenia





Responsibilities:

Under the supervision of the Project National Coordinator and the direct supervision of Project Manager, and as a member of the Project Implementation Team, the incumbent will support the Project with evaluation of GHG reduction potential of different heat supply options, development of GHG emission reduction Monitoring and Verification Protocol, elaboration of the monitoring methodology and implementation strategy, organization of training on the GHG mitigation policy issues and methodologies for calculation of the GHG reduction potential of different options in heat supply systems.



The incumbent performs the following functions:

- Elaborate the format for environmental benefits assessment of different heat supply options;

- Develop a Monitoring and Verification Protocol for monitoring the GHG emission reductions to be achieved with the suggested demo projects;

- Update and elaborate the GHG emissions baseline for the selected sites;

- On the basis of the draft M&V protocol, elaborate equipment and data collection needs from the existing pilot activities and those envisaged to start over the next 6-12 months;

- Evaluate the impact of the pilot/demo projects supplying heat during season of 2005-06, according to the data collected by NACO (Advisory services providing company) and advice as applicable on required parameters to be included in monitoring scheme;

- Review and evaluate the heat systems rehabilitation business plans and make recommendations for evaluation of the environmental benefits, including GHG reduction potential for justification of projects under the Clean Development Mechanisms of the Kyoto Protocol;

- Assist in development of training materials, modules as well as in selection of applicable software for the proposed training



Recruitment Qualifications:



Education: Advanced university degree in energy, energy/economics or environment.

Experience: Minimum 4-5 years of working experience in the relevant field. Strong analytical and drafting skills.

Knowledge of UNFCCC provisions and GHG mitigation policies in particular. Familiarity with heating strategy implementation in Armenia and GHG mitigation barriers in the heating sector.



Language Skills: Fluency in Armenian. Basic knowledge of English and Russian is an asset.

Computer Skills: Proficiency in usage of computers and office software package (MS Word, Excel, Power Point).

Responsibilities:



Under the overall supervision of the Project National Coordinator, and the direct supervision of Project Manager, and as a member of the Project Implementation Team, the incumbent will be responsible for supporting the Project team with modeling of financial and economic feasibility of heat supply systems rehabilitation.



The incumbent performs the following functions:



- Develop, maintain, update and run the required software for the financial/economic evaluation of different heat supply options in cooperation with the technical and financial/economic experts;

- Develop manual for the usage of the software;

- Identify and analyze project's needs and provide appropriate software solutions to meet the requirements for feasibility assessment.

- Process automatic database and arrange data for the heat supply sector reconstruction options;

- Advice, train users and transfer software running knowledge to the project technical experts;

- Develop the software for calculation of various economic indicators related to the performance of different heat supply options.



Recruitment Qualifications:



Education: University degree in technical sciences.



Experience: 4-5 years of experience in Software Engineering and Software Development. Appropriate knowledge in data base management systems. Advanced skills to adjust various software packages to the user’s specific terms and requirements. Good communication skills.



Language Skills: Fluency in Armenian. Basic knowledge of English and Russian is an asset.



Computer Skills: Advanced knowledge of Visual Basic, Corel Draw, Adobe Photoshop, and Dream Weaver.

Starting date: June 2006

Duration: 3 months probation with possible extension up to one year

Location: Yerevan, Armenia




Responsibilities:

Under the overall supervision of the Project National Coordinator and the direct supervision of Project Manager, and as a member of the Project Implementation Team, the incumbent will support the project team and corresponding national counterparts in identification of legal and regulatory barriers for implementation of energy efficiency measures in heat supply to multi-apartment buildings and make recommendation on required changes in the national legislation.



The incumbent performs the following functions:

- Evaluate studies concerning legislative and regulatory barriers for implementation of the heat supply rehabilitation projects conducted in Armenia;

- Collect all relevant laws and regulations or drafts (if any) and analyze the institutional framework existing in the country concerning heat supply in municipal sector;

- In consultation with the national authorities and taking into consideration the national needs and priorities, assist in identification of the amendments for current legislation;

- Participate in the discussions with the Government counterparts, on proposed approach on legislative framework amendments;

- Give legal direction and advice to the project beneficiaries in elaboration of the contractual relations;

- Submit final report describing the activities, findings and recommendations, including the draft legislation/amendments.



Recruitment Qualifications:



Education: Advanced university degree in law.



Experience: 4-5 years professional diversified and progressive experience In-depth theoretical knowledge, including knowledge of relevant EU legislation/policy. Strong analytical skills and ability to conduct comprehensive legal research on a range of issues. Proficiency in legal writing and expression, and ability to prepare legal briefs, opinions and related documents. Strong negotiation skills and ability to influence others to reach agreement.



Language Skills: Fluency in Armenian. Basic knowledge of English and Russian is an asset.



Computer Skills: Proficient computer skills and ability to use relevant information databases, internet/intranet services, library sources, etc.

Project: UNDP/GEF “Armenia – Improving the Energy Efficiency of Municipal Heating and Hot

Water Supply” Project

Starting date: June 2006

Duration: 3 months probation with possible extension up to one year

Location: Yerevan with travel to the regions of Armenia





Responsibilities:

Under the supervision of the Project Manager, and as a member of the Project Implementation Team, the incumbent will provide services to the project team on evaluating the potential of different energy efficiency measures in heat supply systems and support in implementation of these activities in frames of the pilot projects.



The incumbent performs the following functions:

· Support the project management team and subcontractors on evaluation of the potential for energy conservation and energy savings in the frames of pilot projects:

ü Assess and evaluate the energy efficiency measures proved to be sustainable according to the international practice in the municipal heat sector;

ü Assess and evaluate energy efficiency measures implemented in Armenia;

ü Prepare comparative cost and benefit analyses of the applied measures;

ü Develop outreach materials on benefits of energy conservation measures for consumer awareness rising;

· Assist in development of project proposals to be supported in frames of the WB credit and donor assistant projects:

ü Work with international consultant on the analysis of the received information from the beneficiaries;

ü Assist the project team in identification of projects as well as in elaboration and selection of most suitable energy efficiency measures to be promoted;

ü Assist the applicant entities in developing bankable proposals;

ü Assist with start-up and implementation of assisted projects;

ü Prepare corresponding materials, articles and statements for the project communication with beneficiaries and for the web site;

· Evaluate energy saving impact and practice of projects implemented in Armenia during 2003-2006.



Recruitment Qualifications:



Education: Advanced degree in Engineering, Energy Economics.

Experience: Minimum 3 years of experience in the field of energy and energy policy. Work experience with international programs, energy utilities, private sector. Ability to work independently as well as within a team, ability to work under deadline pressure. Strong knowledge and use of modern information technologies. Availability to travel to regions of Armenia. Good interpersonal skills, diligent, open minded and dedicated.



Language Skills: Fluent in English, Armenian and Russian.

Computer Skills: Proficiency in usage of computers and office software package (MS Word, Excel, Power Point, etc.)
