73 | POLICY OFFICER FOR OXFAM (GREAT BRITAIN) BRANCH OFFICE IN ARMENIA Oxfam (GB) Branch office in Armenia is looking for a Policy Officer. Oxfam (Great Britain) is an international non-government organization established in 1942 working in more than 70 countries of the world. Its purpose is to work with others to overcome poverty and suffering. Oxfam (GB) office in Armenia is currently working in the sectors of community based primary health care, sustainable livelihoods, disability and education directed to the poverty reduction in the country. KEY RESPONSIBILITIES: - Implement Oxfam advocacy strategies designed to influence the policies and practices of country key institutions relating to poverty reduction country strategy (PRSP) - To monitor and analyze social, economic and political processes within the country and to evaluate the implications for poverty-focused program planning. - To provide information for use in advocacy campaigns, and to prepare briefings and material to support these. - To liaise with other organizations (government and non government) based in Armenia for inter-agency co-ordination in advocacy/policy issues. - To compile analytical reports (Research/ analysis/recommendations -policy papers) relating to issues relevant to Oxfam's program and strategic objectives. To monitor the broader context/trends (economic, social, political) for contributing Oxfam program developments in livelihoods, rights to a say, PRSP etc. - Lobby government officials: Develop and maintain key relations within the key national institutions and key actors: government officials, NGO, INGO colleagues - To identify partners competent or having a potential to implement projects in advocacy in right to a say, in livelihoods etc. - Represent Oxfam at lobbying meetings and conferences - Actively participate in NGO networks and advocacy alliances - Implement media strategy, give media interviews by representing Oxfam main strategic directions and approaches, thus raising Oxfam profile at country and wherever possible at broader level Person Specification: - Education to degree level in social and political sciences - At least two years experience working in NGO sector (compulsory) - Sound knowledge of the social, economic/trade and political context within Armenia - Ability to think and operate strategically and creatively - Lobbying and political skills; persuasive, diplomatic and articulate. - Skilled in an integrated approach to advocacy that includes research, policy, lobbying, public campaigning - Media and public presentation skills - Analytical skills and ability in research methods and practices - Ability to think strategically - Team working and leadership skills - A commitment to social justice - Understanding of gender issues and commitment to promoting gender equity - Communication skills with ability to write clearly and precisely in Armenian, English, Russian - Computer literacy (MS Word, Excel, Internet) - Flexibility, ability to work under pressure, and to undertake occasional travel.
