Development Program Specialist OPEN TO: Unlimited Job Description: - Serves as the principal Monitoring and Evaluation (M&E) assistant to the Program Officer and provides advice to the Program Officer and the Mission on overall monitoring and evaluation matters. - Takes the lead in the development, modification and oversight of the Mission Performance Monitoring Plan; ensures that the Mission is using good practices in program monitoring and the collection and analysis of data; works to improve the reliability of the data that comes to the Program Office for planning purposes. - Identifies monitoring and evaluation issues. - Maintains a schedule of Mission monitoring and evaluation activities. - Works with implementing partners; assists partners in developing monitoring and evaluation plans. - Advises SO team members of monitoring and evaluation requirements in the development, revision, and writing of the Strategic Plan; reviews results frameworks to ensure validity of the development hypothesis and recommends modifications as appropriate. - Participates in periodic performance reviews and ensures assessment of program inputs and outputs. - Assists teams in preparing their contributions to the Annual Report; serves as coordination point for the evaluation of Mission program activities. - Serves as Project Manager and Cognizant Technical Officer for the American University of Armenia project. - Receives and reviews periodic reports to ensure that benchmarks and goals are being met; evaluates implementation progress and prepares mid term reports for submission to USAID/W. - Serves as Coordinator of the Education program across the Mission portfolio. REQUIRED QUALIFICATIONS: - Education: 10% Possession of a Master's Degree or the host-country equivalent formal education in a field relevant to development assistance, such as public or business administration, education, economics, international relations; training in statistics. - Prior WorkExperience: 10% Three to five years of progressively responsible work experience in project design, program planning, and monitoring and evaluation, and in the analysis and interpretation of data and presentation of findings in written form. Experience in quantitative and qualitative analysis of development programs; data base development and management, and analytical software. At least two years of this experience should have been with a U.S Government agency. - Language Proficiency: 20% Level IV (fluent) English is required. Fluency in Russian is highly desirable. - Knowledge: 30% Must have a thorough knowledge of USAID policies, goals, procedures and regulations and of program monitoring and evaluation techniques for development programs in various sectors. A very good knowledge of Armenia's economic, social cultural and political characteristics. A sound theoretical knowledge of socio-economic development issues is highly desirable. - Abilities and Skills: 30% Must be able to analyze complex data and relationships and to prepare complete, precise and accurate factual and analytical reports; to render advice with detachment and objectivity; to manage various activities simultaneously; to develop and maintain an extensive network of mid- to senior level contacts with host government officials, other associated agencies, donor and private sector personnel; to operate efficiently and effectively in a multi cultural organization; and to work under pressure to meet tight deadlines.
