14 | Каххдый год США дает Армении миллионы долларов (не толко Армении но разным странам но сейчас мы говорим об Армении) для развития демократии, человеческих прав и для спесифик програм, поетому я считаю логично следит за развитием етих процессов и публикават репорт чтобы увидет как ситуация изменилас. |

648 | Оно то логично, да вот репорты необъективные. Ведь штатам нужен рычаг давления, а не объективная оценка. Кто спорит, мы в говне, но репорт госдепа направлен не на вытаскивание нас из говна, а на пробивание своих же интересов.

Об этом на пресс-конференции 21 марта в пресс-центре ИА REGNUM в Ереване заявил министр иностранных дел Армении Вардан Осканян, комментируя тот факт, что в докладе Госдепа США Нагорный Карабах и подконтрольные ему территории именуются "оккупированными территориями". Как передает корреспондент ИА REGNUM, министр отметил, что внести поправки в уже опубликованный документ сложно по чисто бюрократическим причинам, но американская сторона дала обещание внести уточнение в данный вопрос. "Возможно, это будет в форме заявления, возможно, будет внесена поправка на сайте Госдепа США", - отметил армянский министр. Касаясь возможных спекуляций со стороны Азербайджана по поводу формулировок, нашедших место в документе, Вардан Осканян заявил, что необходимо помнить, что доклад Госдепа не имеет юридической силы и его необходимо оценивать в правильном контексте, поскольку он относится не к вопросу Нагорного Карабаха, а к правам человека в Армении. "Нет никаких юридических основ для подобных спекуляций, и если Азербайджан попытается сделать это, то мы констатируем слабость азербайджанской позиции", - заявил Осканян. Комментируя вопрос о том, что во многих опубликованных документах наблюдаются похожие формулировки, министр заметил, что существует множество полуофициальных документов, в том числе такой организации, как ЦРУ, в которых отражены формулировки, выгодные для Армении. Included in this report is China. Now, China doesn't like this, and notes that the US does NOT include a report on itself, so... From, at least, the year 2000 China has been publishing it's report of The Human Rights Record of the United States. On 8 March 2007, China published its 2006 report. China created this report by searching various US government reports and local newspaper reports, and combining them into ONE comprehensive report. The first part of the report details: "I. On Life, Property and Security of Person" a quote: During the first 11 months in 2006, 147 murders were reported in New Orleans. That means the new Orleanians were murdering each other at a rate of 73.5 murders per 100,000 residents, exceeding that of the nation's most murderous city Compton, California, whose rate was 67 murders per 100,000 people in 2005. The Caspian Sea coast nation's Foreign Ministry warned that the issue "may become a serious impediment to further security-related cooperation between our countries" — a possible reference to Azerbaijan's contribution to the U.S.-led coalition in Iraq. The government postponed the two-day visit for security talks, which was to have started Monday and to have included high-level officials from several ministries, because of "changes to the provisions" on Nagorno-Karabakh in the State Department's 2006 report on human rights abroad, a ministry statement said. The changes "distort the essence of the Armenia-Azerbaijan Nagorno-Karabakh conflict" and their introduction "puts in doubt the U.S. position of the 'honest broker' in the resolution of the conflict," the statement said. It did not offer details, and officials were not available for comment after the statement's release. Nagorno-Karabakh is a territory inside Azerbaijan that has been controlled by Armenian and local ethnic Armenian forces since a six-year war that ended in 1994. Tension remains high between Armenia and Azerbaijan, ex-Soviet republics in the Caucasus. There was speculation in Azerbaijan that the government was angry at the absence, in the State Department's country report on human rights practices in Armenia, of a statement saying that Nagorno-Karabakh is Azerbaijani territory occupied by Armenia. The country report on Azerbaijan, posted on the State Department Web site, states that in 2006 "Armenia continued to occupy the Azerbaijani territory of Nagorno-Karabakh and seven surrounding Azerbaijani territories" — wording that is apparently acceptable to Azerbaijan. The report on neighboring Armenia, however, says: "Armenian forces occupy large portions of Azerbaijani territory adjacent to Nagorno-Karabakh. Armenian officials maintain that they do not 'occupy' Nagorno-Karabakh itself." The Azerbaijani statement said resolution of the conflict "based on the territorial integrity of ... Azerbaijan, with Nagorno-Karabakh as its inalienable part, is a primary and foremost element" in its security cooperation with the United States. The United States said its policy had not changed. "Any interpretation that our policy regarding the Nagorno-Karabakh conflict has changed is not correct," State Department spokeswoman Nancy Beck said Sunday. She said the U.S. was aware of Azerbaijan's statement announcing the postponement and was in contact with its government. "These talks are important and we look forward to them taking place at the earliest date," Beck said. On Friday, State Department spokesman Sean McCormack also said there had been no change, adding: "The United States reaffirms its support for the territorial integrity of Azerbaijan, and holds that the future status of Nagorno-Karabakh is a matter of negotiations between the parties." | Easy rider | The US State Department has again made changes to the initial 2006 Country Reports on Human Rights Practices, APA reports quoting US State Department’s website. The State Department restored the first variant of the country report on Azerbaijan that states “Armenia continued to occupy the Azerbaijani territory of Nagorno-Karabakh and seven surrounding Azerbaijani territories”. This variant had been changed by the influence of Armenian lobby. APA’s US bureau reports the yesterday’s changes to the initial report for the third time specifies the side [Armenia] which has occupied the territories of Azerbaijan. The previous changes to the State Department report caused serious discontent of Azerbaijani side which as a result postponed its high-level visit to Washington for the bilateral security talks, scheduled for April 23-24. Azerbaijani Foreign Ministry warned that the issue “may become a serious impediment to further security-related cooperation between our countries”.
