Полиция избила до смерти свидетеля

Вчера утром в редакцию "ГА" позвонил неизвестный и сообщил, что 12 мая около 16 часов дня с третьего этажа здания Министерства внутренних дел (ныне Полиции РА) был выброшен Левон Гулян, 1976 года рождения. Выброшен высокопоставленным сотрудником полиции, который жестоко избил его во время допроса по делу о громком убийстве криминального авторитета С. Варданяна, имевшем место вечером 9 мая на улице Манандяна, около ереванской сауны "Болеро". Последний был застрелен (скорее всего во время криминальной разборки) и доставлен в больницу уже мертвым. Дело, которое пока не раскрыто, ведет прокуратура общины Шенгавит. Л. Гулян, к своему несчастью, являлся директором ресторана "Пандок", расположенного напротив сауны, и проходил по делу как свидетель. По словам нашего анонимного собеседника, отец убитого авторитета - друг полицейского, так старательно собственноручно выбивавшего показания из Л. Гуляна, что последний из полиции не вернулся. . .
ВО ВТОРОЙ ПОЛОВИНЕ ДНЯ ИНФОРМАЦИЯ ОБРЕЛА ДОСТОВЕРНОСТЬ: адвокаты стороны погибшего Артур Григорян, Рубен и Нарине Рштуни созвали пресс-конференцию с участием родственников, друзей и коллег Л. Гуляна. Как оказалось, около 3 часов ночи с 9 на 10 мая (сразу после убийства С. Варданяна) Л. Гулян был подвергнут приводу в территориальный райотдел полиции, где его избивали, требуя дать показания по делу об убийстве. Более суток его незаконно продержали в полиции, подвергая давлению. Затем отпустили в связи с выборами, после чего Гулян по собственной воле явился в райотдел, откуда через некоторое время был препровожден для "беседы" в здание министерства. "Беседа", после которой Левона не стало, велась без свидетелей. Согласно информации управления по связям с общественностью Полиции РА, Л. Гулян был приглашен в главное управление уголовного розыска Полиции РА для разъяснений по делу об убийстве С. Варданяна. Желая убежать, он попросил воды и выпрыгнул из окна. Эта версия, по мнению адвокатов и родственников Левона, полностью лишена логики: ведь он добровольно явился в полицию. Если действительно выбросился из окна, значит, был доведен до этого избиениями и давлением. Кроме того, пытаться бежать из закрытого со всех сторон двора полиции (а Левон "выбросился" из окна во двор) , совершенно нереально.
Присутствовавший на пресс-конференции бармен "Пандока" Айк Мелкумян также был вызван в ночь на 10 мая в райотдел полиции, причем без всякой повестки, и незаконно продержан примерно 2 дня. Он рассказал, что его, как и Левона, жестоко избивали, требуя дать показания. Полицейские были уверены, что служащие и гости ресторана не могли не видеть происходящего на улице. Айку не давали воды, сигарет, сообщали, сколь "важные" люди интересуются ходом следствия. Часто звучало имя "Тамам" и предупреждение о том, что не дай бог оказаться в его руках. По мнению родственников, именно от рук "Тамама" (О. Тамамяна) - высокопоставленного начальника в системе республиканского уголовного розыска - и погиб Левон.
ОФИЦИАНТКА МАРИНЕ ГРИГОРЯН ПО ТЕЛЕФОНУ БЫЛА ВЫЗВАНА В РАЙОТДЕЛ. В ее случае, к счастью, от побоев воздержались, но морально давили. Затем, по словам Марине, ее отвезли в здание Республиканского уголовного розыска для встречи с О. Тамамяном. Но встреча по непонятным для нее причинам не состоялась. Она постояла в коридоре, заметила странную суету, а затем ее отпустили. Примерно в это же время отпустили и Айка. По предположению родственников Левона, все это произошло как раз вскоре после гибели в здании полиции приглашенного для собеседования молодого человека.
Вчера была произведена экспертиза тела Левона. Адвокаты, присутствовавшие при этой процедуре, не желая разглашать тайну предварительного следствия, воздерживаются от подробностей, однако не скрывают, что на теле покойного имелись следы от свежих побоев.
Жена Левона Джемма Гулян уверена, что ее мужа убили в полиции. О несчастном случае не может быть и речи. "Кто ответит за его смерть?" - спрашивает она.
"В ЛЮБОЙ ЦИВИЛИЗОВАННОЙ СТРАНЕ МИРА при подобных обстоятельствах, когда из окна полиции при странных обстоятельствах выпадает и погибает человек, начальник этого ведомства незамедлительно подает в отставку. Но не в Армении. Мы же подписываем международные документы, конвенции, которые на деле не работают, а остаются на бумаге", - заявил Р. Рштуни. Комментируя этот вопиющий случай, он призвал руководство страны сделать все возможное для прекращения произвола и насилия со стороны полицейских. По его мнению, без вмешательства властей, без их политической воли навести порядок в рядах тех, кто, казалось бы, призван его защищать, а на деле часто оказывается наоборот, просто не представляется возможным.

Cup of Water = Death Wish

On the afternoon of Saturday, May 12th, Mr. Levon Gulyan was taken, with no document authorization, from the Shengavit police station to the Ministry of Internal Affairs building and within 2 hours, Levon was found dead in a heavily fenced in backyard of the Internal Affairs building.

Mr. Levon Gulyan born 1976 managed a restaurant (Pandok) in the 3rd District of Armenia, on the evening of May 9th, across the street from his restaurant several male individuals initiated a fight. Mr. Guylan went outside and told the individuals to move away from the restaurant, because they were bothering the customers. At that point, shooting broke out and an individual by the name of Stephan Vardanyan was shot and killed. (Currently, the police have no suspects to the murder of Mr. Vardanyan).

That same evening, around 3:00, Shengavit police took Mr. Gulyan, as well as two other employees from the restaurant, Hayk Melgumyan and Marine Grigoryan, into custody as witnesses to the murder. The police did not give the witnesses the opportunity to request a lawyer.

After being detained at the police station for almost 24 hours, Mr. Gulyan was allowed to go home on the evening of May 10th, at 22:30 but was asked to come back to the station on May 11th, at 10:00. Upon returning to the police station on May 11th, Mr. Gulyan was held for another 25 hour period. On May 12th at 11:00, Mr. Gulyan was given a few hours to go home, to take a shower and to partake in the Parliament election that was being held that day, however, he was told to once again return to the police station at 13:00 that same day.

Mr. Gulyan came home, groomed himself and once again returned to the police station at 13:00 as was said. After returning to the police department of his own free will, witnesses state that a car from the Ministry of Internal Affairs sent by Hovhannes Tamamyan, Deputy Chief of Criminal Investigation General Department, came to the police station and picked up Mr. Gulyan and took him to the Ministry for a “conversation”. The “conversation”, which was the last for Levon, passed without witnesses. According to the information from the Department of Public Relations of RA Police, L. Gulyan was invited to the General Department of Criminal Investigation to give some clarifications on the case of S. Vardanyan’s murder. Wishing to escape, he asked for some water and jumped out of the window. This version, in the opinion of Levon’s advocates and relatives is absolutely lacking logics – he came to the police station of his own free will. If he really threw himself out, he was made to do so by beatings and pressure. Besides, to escape from the police yard, blocked from all sides (Levon “jumped” from the window to the yard), is completely unreal. Receiving no news from Levon, his family became worried and called the police, and that is when Gulyan’s family found out that Levon had died.

“Pandok”’s barman Hayk Melqumyan has stated, he was also called to the police station without any notice and was illegally kept there for about 2 days. He stated, that he, as well as Levon, were savagely beaten and forced to give evidence. The policemen were sure that the employees and guests of the restaurant must have seen what happened in the street. Hayk was informed, that “very important” people are interested in the case, often the name “Tamam” was sounded, and a warning was give that ‘god forbid’ they end up in his hands. In the relative’s opinion, that very “Tamam” (Hovhannes Tamamyan) – a superior of high standing in the system of Republic
Criminal Investigation – is responsible for Levon’s death.

Another witness, waitress Marine Grigoryan was called to the police station. In her case, fortunately, there was no physical, but only moral pressure. In Marine’s words, on May 12th, she was taken to the Republic Criminal Investigation Department to meet Mr. Tamamyan. But the meeting didn’t take place for unknown reasons. She stayed for a while in the corridor, noted a strange bustle, then she was allowed to go. About the same time Hayk was also set free. As Levon’s relatives suppose, all this happened soon after Levon’s death.

Levon’s wife Jemma Gulyan is sure that her husband was killed by the police and it was not an accident. “Who is to answer for his death?” she pleads.

Facts:

1) Levon Gulyan was a witness to a fight which ended in one person being killed.

2) Levon Gulyan was illegally taken by the Shengavit police as a witness; no proper documentation was given to Mr. Gulyan.

3) Levon Gulyan was taken to the Ministry of Internal Affairs building without the proper documentation authorizing a witness to be transported to another district.

4) Levon Gulyan’s body was found in a heavily fenced in back yard of the Ministry of Internal Affairs building. Thus discrediting the notion that Mr. Gulyan was trying to escape.

5) Hayk Melkumyan was beaten heavily when taken into custody by the police.

6) A preliminary medical examination was conducted on Levon Gulyan’s body without the authorization of Mr. Gulyan’s family.

It has become a custom of Armenia for the police to brutally beat individuals. NOW IS THE TIME for the people of Armenia, the Armenian international community and all those that believe that there has been an injustice done, to STAND UP, TAKE ACTION and DEMAND JUSTICE. If this can happen to an innocent witness, then it can happen to anyone of us. If we don’t prosecute those involved then no one is safe in Armenia!

PEOPLE SHOULD NOT BE AFRAID OF THEIR GOVERNMENTS, GOVERNMENTS SHOULD BE AFRAID OF THEIR PEOPLE!

THIS IS A LANDMARK CASE THAT WILL GO DOWN IN HISTORY AS A MILESTONE FOR THE PEOPLE AND FOR THE BETTERMENT OF THIS COUNTRY.

“If any official’s guilt is proved, he’ll be definitely punished”, - Press Secretary of the Chief of RA Police assured today on the case of Levon Gulyan, who fell from the second of the Police building and was found dead under unexplained circumstances.
According to Sayat Shirinyan, the Chief of the Police immediately ordered to start a criminal investigation. “I want to stress, that the Police authorities are interested to discover all the circumstances of this case and I want you to refrain from any estimation, as far as the preliminary investigation is in the process. But I have no doubts, that the Office of Prosecutor of Yerevan will complete the case with multilateral objectivity and give a legal estimation”.
It should be noted, that according to the official report got from the police, L. Gulyan, invited to the police station as a witness for a murder case, asked for a up of water from one of the officials, and as he went out tried to escape jumping from the window, but slipped, fell from the second floor and died.
Levon’s relatives do not agree with this version and blame for his death deputy chief of the General Depatment of Criminal Investigation of RA Police Hovik Tamamyan. “If I say, that Tamamyan has nothing to do with this case, many will thing that my opinion is biased. Let’s wait for the preliminary investigation to be finished”, - Sayat Shirinyan said, adding, “they just heard a name and exploit it, if it turns out that it’s really Hovik Tamamyan, all of us will blame, and not only…”. Sayat Shirinyan assured, that the preliminary investigation will pass in transparency, so that Levon’s relatives can be sure of the truth.

Чего вы к фамилии прицепились, действительно? А если на самом деле этот Тамамян не был там, а был кто-то другой, будто во всей полиции есть только один такой?
А вот во что никогда не поверю, что человек своим ходом пришедший в полицию - взял и решил бежать, да еще и через окно, да еще и во внутренний двор, а не на улицу. Ни за что не поверю, чтобы милиционер оставил допрашиваемого одного в комнате. Бред. Да и вообще как вы себе представляете, чтобы наш мент пошел бы за водой по просьбе допрашиваемого? С каких это пор такая вежливость?
Ему едва за 30, но он видите ли спотыкается... Прямо несчастный случай какой-то...

Да и вообще зачем ему бежать если он свидетель а не подозреваемый?
Я когда впервые прочитал то подумал он был подозреваемым, но теперь прочитав подробности понял насколько все это нелепо.
имхо тут кто то конкретно заказал избить. вероятно из окружения авторитета.
