Nobody can judge what happens in a war besides people who really make it. No saloon general nor high civilian judge have the right to judge people who are forced into such an environment (war). When in a war we see things that are absolutely behind the borders of any reason, and we react under emotions that have never been experienced by the ordinary citizen. The true and only guilties for such atrocities are the leaders, those who decide to making the war, but keep themselves very well guarded!
Of course there are exceptions. For instance, people who go to the army (or to the police) just because they have predator instincts, and this is a way of killing (or simply exercise some violence over) others without being punished. I think this part replies at least partially to Sevana's post.
I don't like speaking about it because it reminds me of very bad moments, but I'm going to show you a true example that happened in a war (thanks God not with me), putting you a "simple" question.
A certain officer goes out for searching his captain (and best friend) who had left the installations alone for too much time. And finds him, dead, cut in pieces, with the penis in his own mouth. Anybody can honestly say how would he/she react after seeing this? For myself I answer: I don't know!
Again, judge the leaders, not their instruments!
