не уверен, что прав, но поделюсь соображениями, может поможет

насчет president forward думаю, если речь идет об
'application to join an association or a membership or something like that',тогда может требуется пара слов от президента/руководителя компании/организации, типа обоснование интереса в ассоциации/членстве или несколько слов о компании.

а про by function не знаю, может означет в действительности, на практике? а что там идет ДО этого?

такое впечатление, что тебе на армянский приходится переводить английский текст, в свою очередь плохо переведенный с какого-то третьего языка

Когда участвующий в сделке имеет кроме оговоренных еще и другие, зачастую противоречивыч по отношению к первым, интересы.

Предположим биржевый аналитик, обязанный давать объективные советы по приобретению акций, держит у себя пакет акций какой-то фирмы, то не исключено, что его совет будет дан под влиянием личной выгоды (например ему срочно надо избавиться от падающих акций, а он дает клиенту совет немедленно эти акции скупить)

Т.е. он может все и честно сделать, но есть вероятность, что в "конфликте интересов" победит желание отблагодарить благодетеля.

Во избежание подобных ситуаций, приличные бизнесмены всегда держат в курсе своих партнеров о возможном конфликте.
