charset=x-user-defined" - vot kodirovka, eshe imeetsya CSS
p { font-family: Arial AM; ...., tak vot vmesto znaka registra & reg ; vyvoditsya troetochie.

use ArmSCII-8 to Unicode converter and stop using ArmSCII-8 fonts like Arial AM.... cherez god nikto uzhe ob ArmSCII-8 v webe pomnit' ne budet...
