Post Title: Data & Lan Manager, Web Designer

Duration: 12 months

Location: Yerevan, Echmiadzin with some in-country travel



The project is aiming at achieving these objectives through further development of the national technical and human capacity for humanitarian de-mining. The achievement of these objectives will allow minimizing human mortality and injuries due to existing landmines. It will also provide for improved utilization of previously land mined agricultural lands, which will lead to cultivation of abandoned areas, income generation and eradication of poverty. Project also addresses the issue of legal framework of humanitarian de-mining, such as victim assistance strategy.



Data & Lan Manager will be employed by the project for the first year of the project to support the input and computerization of LIS collected data.



The incumbent under direct supervision of the Project Manager will be responsible for all aspects of entering data in to the Information Management System for Mine Action (IMSMA) database, and to produce limited quantity, and limited scale mapping products for the LISA.

In particular he/she will be responsible for:



1. Testing, installation, maintenance and minor repair of project software and hardware;

2. Accurate entry of data into the IMSMA database, of reports provided by the field team;

3. Supervision of work of the Data Entry Officer;

4. Report anomalies in data, and reports as soon as possible to the Survey Group Leader and Project Manager;

5. Produce reports, and requests for data, as needed;

6. Produce scale maps as needed;

7. Maintain regular contacts with the Survey Team for double checking and verification of data collected;

8. Maintenance of, and the ability to sort out minor computer problems on a stand-alone system (desktop or laptop, scanner, and printer);

9. File, archive, and backup, all soft and hard-copy data, as necessary;

10. Other tasks assigned by the Project Manager.



Qualifications:

Experience
Excellent communication skills; previous experience in database management, LAN management and in WEB design; proven ability to work and adapt to a multi-cultural environment; willingness to work for several weeks at a time in various cities and towns in Armenia; 7 years of experience in IT of which 3-4 years with international organization; knowledge and experience in mine action is an asset, but not necessary.

Education

- Advanced University Degree in Applied Math, Applied Physics, Radio Physics or related is required;

- Specialized training in Web design;

- Specialized training in LAN and Data Management.

Computer Skills

- excellent computer skills and IT experience;

- database development and maintenance previously is required;

- previous experience in digital maps is required;

- experience in working with GIS and GPS systems is required;

- Previous LAN management experience is required;

- Qualified on the following software: MS Access 2000, MS Word 2000 and MS Excel 2000, or higher.



Language Skills

- excellent knowledge of Armenian and Russian with working level of English is required.
