The United Nations Development Programme in Armenia announces opening for the following position:
Project: Promoting Human Rights and Facilitating Public Awareness of the public Defender’s Office in Armenia

Duration: 3 months (part time)
Location: Yerevan, Armenia
Background: The aim of the Project is to facilitate the consolidation of democracy and promote human rights by building public awareness of, and encouraging broad debate about key human rights issues including the importance of an independent Ombudsman institution.
Objective: Within the Project a series of working meetings/roundtables will be organized to initiate debates among decision makers, civil society and academic cycles on those provisions of proposed amendments in the Constitution of the RoA that are related to protection and promotion of human rights. The purpose of such debates is to assist in strengthening human rights protection mechanisms in the final version of the constitutional amendments. Successive media events/coverage will assist in publicizing widely proposed changes in the Constitution among the general public.
Under the overall supervision of the National Project Director, Portfolio Manager and the direct supervision of the Project Coordinator the National Expert will assist in organizing workshops/roundtables on human rights provisions of Constitutional amendments. To that effect, (s) he will perform the following duties:
· Review proposed constitutional amendments in the light of international human rights standards;
· Identify key issues/aspects of the constitutional amendments to be a subject for extensive debates among officials and civil society actors;
· Prepare and make presentations on agenda points during the workshops/roundtables on “Human Rights and Constitutional Amendments” organized by the Project;
· Consolidate main suggestions and comments of each workshop/roundtable and submit them in the form of a report to UNDP and the National Assembly;
· Participate in media initiatives organized by the Project in order to inform the Armenian public on the new changes proposed in the Constitutional Amendments that are relevant to further strengthening the protection of human rights in Armenia.
Qualifications:
Education: Advanced University degree in Law with an emphasis on human rights;
Experience: At least 7 years of professional experience in law, preferably in human rights law, thorough knowledge of constitutional law;
Skills: Excellent communication and presentation skills and ability to analyze and interpret legislation and present complex legal issues in simple terms, excellent drafting/writing skills in Armenian and English;
Computer skills: Proficiency in the usage of computers and office software package (MS Word, Excel, Power Point) and competency in the handling of web based management systems (Internet, Intranet).
Languages: Proficiency in English, Armenian and Russian.
