Anecdote system

I need to organize an online anecdote submitting systemlike the one at www.port.am
There should be some categories and the user is to enter the corresponding category and post an anecdot.
I do not want to waste much time and pay for writing such a script so could you please advice me what kind of script to use?
At first I decided to organize that with simple guestbook but here occurs the problem with categories and if I organize it on forum system problem will raise with field Title(Subject)
could you mention please another script that will handle this?
