Thumbs up Heritage Foundation: Армения - страна с "частично свободной экономикой"

Американский фонд Heritage Foundation и влиятельная газета The Wall Street Journal опубликовали новый рейтинг стран по степени свободы экономики. Индекс экономической свободы определяются по целому ряду факторов, в том числе качеством и прозрачностью налогового администрирования, степенью государственного протекционизма, а также состоянием рынка рабочей силы, мобильностью банков, степенью доверия к ним и т.д.

Согласно данным исследования, из всех стран СНГ только Армении удалось попасть в список стран с "частично свободной экономикой". Она занимает в рейтинге 42-е место. У Грузии индекс экономической свободы по сравнению с прошлым годом снизился на 0,15% и составил 3,34. Она оказалась в списке на 100 месте среди стран "в основном с несвободной экономикой". Другой сосед Армении - Азербайджан делит с Чадом и Египтом 103-105 места. Уступает Армении по степени экономической свободы ее южный сосед - Турция. Она занимает в рейтинге лишь 112 место. Россия помещена экспертами "Heritage Foundation" на 124-ю строчку данного рейтинга.

Для сравнения США и Швейцария занимают в списке соответственно 12 и 13 место, а самой свободной в экономическом плане страной по-прежнему является Гонконг.

Nu i kto tut govoril chto v Armenii vsjo razxapano, nevozmozhno biznesom zanimat'sja?

Ես համոզված եմ, որ տնտեսության ազատականացման մեջ դրական քիչ բան կա Հայաստանի համար, քանի որ առանց դրա էլ БАРДАК ա տրրում: Որ կլանը, ինչ ուզում, էն էլ անում ա. ուզում ա դոլարն ա բարձրացնում , ուզում ա բենզինի գներն ա բարձրացնում, etc. Պետությունն ել չի խառնվում ոչ թե ազատ տնտեսության և լիբեռալիզմի գաղափարներից դրդված, այն ուղղակի այն պատճառով, որ լիովին INPOTENT ա: Ցավալի է:
ՊՍ Տնտեսության ազատականացման ու տնտեսության ծաղկման/առաջընթացի մեջ ուղղակի (և գուցե նաև անուղղակի ) կապ չեմ տեսնում:

Banking and Finance

Azerbaijan’s banking system, which consists of 46 banks, including 14 foreign banks, is weak. Most transactions in the economy are conducted in cash. The central bank raised minimum capital requirements in January 2002, leading to the closure of six banks. According to the Economist Intelligence Unit, “The sector is dominated by two state-owned banks—United Universal Bank (UUB) and International Bank of Azerbaijan (IBA)—which together account for over half of the banking sector’s total assets.” The sector is very inefficient. “Overall,” reports the U.S. Department of Commerce, “lack of credit is a key constraint to the development of private business in Azerbaijan…. Outside of the donor-backed credit lines, there is essentially no bank credit exceeding 12–18 months.” Foreign banks have a minimal presence even though the National Bank of Azerbaijan has increased the limit on foreign bank ownership from 30 percent to 50 percent. HSBC, a bank from the United Kingdom and the only major international bank active in retail banking, withdrew in March 2002.

The central bank adopted a reform and consolidation program in 1994 after several banks had collapsed. The banking system is improving as supervision increases, regulation becomes more efficient, and minimum capital requirements are increased. The Economist Intelligence Unit reports that all banks now adhere to international accounting standards; under the revised standards, several banks were closed, and the number of banks fell from 58 in 1994 to 22 at the beginning of 2003. Foreign banks account for 40 percent of banking capital. The Ministry of Finance and Economy, which regulates the insurance industry, allows the presence of foreign insurance companies. The last state-owned bank, Armsberbank, was sold in September 2001.

Azerbaijan

Ilham Aliyev, the son of former President Heydar Aliyev, has followed in his father’s footsteps, winning what many viewed as an unfair presidential election in October 2003. Upon taking power, Aliyev began to take steps to ensure his legacy, dismissing government ministers and cracking down on his opposition. Foreign direct investment in the oil industry has been strong. Coupled with a healthy increase in oil revenues, Azerbaijan has maintained enough liquidity to be able to backtrack on some of the key commitments it made to the International Monetary Fund, including privatization of banks and a much-needed reform of the energy sector. Despite some delays in the financing of the Baku–Tbilisi–Ceyhan oil pipeline, it is likely that construction will be completed by 2006. Continued rising oil exports will provide tremendous economic benefits, and Azerbaijan is expected to make strong economic gains over the next two years. Azerbaijan’s fiscal burden of government score is 0.1 point better this year. As a result, its overall score is 0.01 point better this year.

Armenia

The Republic of Armenia remained committed to the gradual pursuit of a democratic society and free-market economy in 2004. President Robert Kocharian, weakened by political instability and opposition attempts to secure a no-confidence referendum, became more willing to use authoritarian measures against his critics. The government will look to improve political and economic relations with neighbors Russia, Turkey, and Azerbaijan; the latter two have maintained a trade embargo with Armenia over the disputed region of Nagorno–Karabakh. Economic policy continues to be guided by the economic and fiscal policies and the poverty-reduction strategy developed in cooperation with the World Bank and the International Monetary Fund. Reforms should provide improvements in the banking sector, transparency, and enforcement of anti-corruption measures. Privatization of state-owned enterprises, begun in 1994 following an aggressive land privatization program in 1991, has been slow. According to the Economist Intelligence Unit, of the nearly 900 businesses that the government has offered for privatization, 320 were divested in 2003. Armenia’s government intervention score is 0.5 point better this year. As a result, its overall score is 0.05 point better this year.

Podderzhivau!!!!
Posle togo kak ja rabotal v LOTO, ja ne verju v sluxi kto chto kontroliruet.
Rodstvenniki moej zheni organizovali etot business i nikto ne prishjol k nim i ne ugrozhali i ne treboval "dani". Vsjo bylo polnust'ju v ramkax zakona.
