THE CENTER ON PHILANTHROPY AND CIVIL SOCIETY OFFERS SENIOR INTERNATIONAL FELLOWS PROGRAM

The Center on Philanthropy and Civil Society is pleased to announce a unique fellowship opportunity: the fall 2006 Senior International Fellows Program. The program provides an opportunity for the professional development of Third-Sector practitioners from outside the United States who are decision- makers in their professions. The 2006 program will focus on the topics of community foundations, as well as corporate and diaspora philanthropy.
The program is open to practitioners and researchers under the age of 36. Applicants must hold a college or university degree and speak and write English fluently. Preference will be given to candidates with strong ties to a Third-Sector institution and demonstrated research skills.
There is no application form. To apply, prospective candidates should submit the following materials in English: a) a résumé or c.v. identifying past and present employment, as well as educational experience, languages spoken and degree of fluency in each, and TOEFL scores (if English is not the first language); b) a 3-5 page research proposal that identifies a research topic on community foundations and (or diaspora philanthropy), questions to be addressed in the research, and the anticipated methodology; c) a statement of what the applicant seeks to accomplish during the program and how the fellowship would enhance career plans; and d) a list of publications, if applicable. Any overseas experience should also be described.

ACADEMIC FELLOWSHIPS IN SOCIAL SCIENCES AT TBILISI STATE UNIVERSITY FOR ARMENIAN AND AZERBAIJANI SCHOLARS IN ACADEMIC YEAR 2006-2007

The Center for Social Sciences (CSS) at Javakhishvili Tbilisi State University is looking for Armenian and Azerbaijani scholars, interested in a career in higher education, to teach on its cross-regional English-language master’s program Transformation in the South Caucasus.

The Center for Social Sciences welcomes scholars from Armenia and Azerbaijan who graduated (or will graduate by September 2006) from a Western-accredited university where they received a postgraduate degree in social and political sciences, and/or have a PhD from local university with significant training at Western-accredited institutions of higher education.

Armenian and Azerbaijani fellows at CSS will have the opportunity to teach students from inside and outside the whole Caucasus region, receive a generous stipend, living allowance and a range of expenses for teaching in Tbilisi, gain teaching experience and professional training from one of the most progressive teaching institutions in Georgia, join a dynamic group of faculty and develop professional abilities and research skills through collegial interactions.

The duration of the academic fellowship is the two semesters of the academic year 2006-2007.

The objective of the program Transformation in the South Caucasus is to provide potential leaders in the Government, international organizations, NGO or academic sector with the skills, knowledge and network of contacts necessary to facilitate regional cooperation and development. Students are recruited across the region as well as internationally. Students are entitled to use CSS facilities, including Library of Social Sciences, and receive stipends to cover their living costs in Tbilisi.

Fellows will receive (depending on qualifications and experience) a stipend of between $400-$650 per month, a housing allowance USD 250-350 per month, expenses will be provided for professional development, program related travel and visas, relocation expenses, insurance, the purchase of teaching materials etc.

HUBERT HUMPHREY FELLOWSHIP PROGRAM

The Public Affairs Section of the Embassy of the United States of America is pleased to announce the annual competition for the Hubert Humphrey Fellowship in the United States for the 2007-2008 academic year.

The Humphrey Fellowship Program is a one-year, full scholarship program offered to mid-career professionals who have a commitment to public service, are in leadership positions and at a point in their careers to fully benefit from a self-defined program of independent study at a leading U.S. university. The program awards a certificate from the U.S. Government and it is not designed to deliver an advanced degree. The Hubert H. Humphrey Fellowship Program brings accomplished professionals from developing countries and transition states to the United States at a midpoint in their careers for a year of study and related professional experiences. Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector.

Basic requirements for the scholarship
 Armenian citizenship/residency
 A Bachelor's degree
 Five years of substantial professional experience
 Demonstrated leadership qualities and a record of public service
 Hold positions involving policy, managerial responsibilities rather then research or technical duties
 Fluency in English

Eligible fields are:
 Natural resources and environmental management
 Public policy analysis and public administration
 Economic development
 Agricultural development/agricultural economics
 Finance and banking
 Urban and regional planning
 Public health policy and management
 Trafficking of persons, Prevention and Policy

 *Drug abuse epidemiology/prevention/education/treatment (NIDA)

*The field of drug abuse includes drug abuse with an emphasis on drug abuse epidemiology, education, prevention and treatment. NIDA applicants should have substantial professional experience and/or research background. For NIDA applicants a short additional application page is included in the application package.

Application procedure and competition schedule
Interested applicants must apply to the U.S. Embassy. After national selection, the finalists will take the TOEFL exam. Applicants with TOEFL scores lower than 525 paper-based and 195 computer-based will be technically ineligible. The final nominations are reviewed in the United States by independent review committees and the J. William Fulbright Foreign Scholarship Board. Awards are announced by March each year for Fellowships beginning in August/September.

Deadline for submission: June 2, 2006.

CALL FOR PAPERS: ISRAELI-PALESTINIAN-INTERNATIONAL CONFERENCE ON "EDUCATION FOR PEACE - EDUCATION FOR LIFE"

Israel Palestine Center for Research and Information (IPCRI) is calling for papers and presentation abstracts for the Israeli-Palestinian-International Conference on "Education for Peace - Education for Life" to take place in Antalya, Turkey, on November 19-23, 2006.

This is not a formal academic conference; therefore, abstracts will be evaluated on a wider basis than the normal academic criteria. IPCRI is looking for creative, exciting and innovative approaches to peace education. Selected participants will be funded by the conference (based on available financial resources). The organizers' goal is to bring together some 300 people for this conference - one-third Israelis, one-third Palestinians, and one-third internationals.

Deadline for submitting abstracts is July 15, 2006.

FELLOWSHIP: TRANSATLANTIC POST-DOC FELLOWSHIP FOR INTERNATIONAL RELATIONS AND SECURITY, CHATHAM HOUSE

The Transatlantic Post-Doc Fellowship for International Relations and Security is open to candidates who have recently received their doctorate in social and political sciences or economics and whose research focuses on topics of international relations and security. Fellowships are granted for 24 months with a view to preparing Fellows for an international career in policy oriented research. Fellows have three eight-month stays at research institutions or think tanks participating in the program - at least one on the Eastern, and one on the Western side of the Atlantic.

Fellows will have a supervising researcher at each host institute while being integrated into the relevant research units or projects. The fellowship consists of a monthly stipend of 2,000 euro and a one-time travel allowance of 3,500 euro for travel to and from the host institutions.

To be eligible for the Transatlantic Post-Doc Fellowship, candidates must have successfully defended their PhD at the time of the start of the fellowship (1 October 2006). An exception can be made for candidates who can prove that their thesis has been accepted by the jury and requires no further work. Candidates must have strong interest in working in a policy-oriented international environment and must demonstrate their ability to do so by previous study abroad experience.

Candidates should apply with: an outline of their proposed research project (approximately four pages in length), including information of how this relates to current research and the research programmes and units of the institutes in which candidates wish to spend their fellowship, Curriculum Vitae including a list of publications and two references.

Successful candidates will be informed of the outcome of their applications by e-mail by mid-July.

LOCAL GOVERNMENT AND PUBLIC SERVICE REFORM INITIATIVE, POLICY FELLOWSHIP 2006/2007

LGI is currently calling for Fellows for its 2006/2007 program the primary goal of which is to support policy research aimed at stimulating innovative and practical policy reform. Each year broad topics are identified for candidates from different country groups. This year LGI is featuring two topics:

Topic 1: "Assessing the 'New Public Management' reforms in Eastern Europe and the former Soviet Union"
Topic 2: "Spatial Analysis in Addressing Concentrations of Vulnerable Groups"

LGI will award successful applicants with a stipend for a period of 10 months between October 2006 and July 2007. The stipend will cover monthly expenses related to research and travel costs. Additional funds will cover costs related to attending three international workshops, at least two of which will take place in Budapest, Hungary.

Eligibility
Descriptions of ideal applicants follow each topic being offered. Fellows are normally civil servants, members of advocacy groups or professional associations, policy researchers and policy advisers. A graduate degree or equivalent is required. As a rule, Fellows will be based in their home countries and will be required to attend three international Fellowship workshops. Fellows are expected to continue with their current employment, spending only up to fifty percent of their time on the Fellowship program.


English Language: All applications must be in English and applicants must have excellent English-language skills. The English skills of finalists will be evaluated during interviews to ensure that they can participate actively in discussions in English with the expert committees and others in the Soros foundations network about their area of expertise.

SENIOR AND JUNIOR VISITING RESEARCH FELLOWSHIP PROGRAM AT CENTRAL EUROPEAN UNIVERSITY

The program is designed to increase exchange between scholars of the region and Central European University, and to promote original research, which can be of practical benefit to a particular country or region. The Visiting Research Fellowship Program is applicable to citizens of countries in Central and Eastern Europe (except EU member states), the former Soviet Union, or of Mongolia holding a Ph. D. or equivalent, who are affiliated with a teaching or research institution within the above said countries.
The program supports two types of Research Fellows. Senior Visiting Research Fellows hold a full professorship, and are academics of established (preferably national) standing within their discipline. Junior Visiting Research Fellows are academics who have made a contribution to their discipline through publications, conference presentations, or other academic forums. Fellows are supported for a period of from one to six months, depending upon the type of research being undertaken. Both types of Fellowship cover travel costs to/from Budapest, accommodation during the period of the Fellowship, and a monthly stipend. Junior Fellows will receive $750 per month stipend, and Senior Fellows - $1500 per month.
The deadline for receiving the complete application package for the Senior and Junior Visiting Research Fellowship Program during the Academic Year 2006-2007 is May 15, 2006.

Call for Papers: Laboratorium. Russian Review of Social Research

Laboratorium. Russian Review of Social Research is a new international peer-reviewed journal for the publication of, and debate on, empirical social research. In March 2008, Laboratorium will publish a thematic issue entitled Rethinking the South Caucasus. This issue will feature original articles examining and analysing the social changes that have taken place in the region over the past decades. All scholars who have carried out original empirical research in the South Caucasus are invited to submit articles to this issue. Only original, previously unpublished papers on sociology, economics, cultural anthropology, social geography, cultural studies, sociolinguistics and social history in either Russian or English will be considered.

The deadline for submissions to this issue is 10 September 2007. All papers will be subjected to double-blind peer review, and acceptance of any paper may be conditional upon revising it in accordance with suggestions by reviewers and/or the editorial board.
