JOB DESCRIPTION: To support the strengthening of Helsinki Citizens'
Assembly organization in Armenia, ICCO and IKV invites qualified
candidates to apply for the position of:

ARMENIA - CAPACITY DEVELOPMENT PROGRAMME COORDINATOR of Helsinki
Citizens'Assembly Committee - Vanadzor (Armenia)

The HCA committees [in Armenia] show uneven and often low capabilities
in recruiting, retaining, supervising, and motivating of volunteer
activists, including Board members. Management methods stand to be
improved. Also constraining optimal performance by activists and Board
members are skills in English language (vital for East-West contacts,
for fundraising, and for capturing information from the Internet). The
other main shortcoming in resource management stems from uneven
knowledge and skills regarding fundraising from external donors and from
local sources. Against this background, and with the help of an external
consultant, a multi-year programme has recently been developed to
develop the capacities of the HCA committees. Funding to realise this
programme will be provided by the Association PSO.

JOB RESPONSIBILITIES:
. Overall co-ordination of the programme;
. Identification, selection and recruitment of local and international
consultants;
. Organising training workshops;
. Monitoring of the progress of the programme;
. Reporting to IKV and ICCO.

Duration and Duty Station: For a period of 24 months, probably to be
based in Vanadzor (Armenia).

REQUIRED QUALIFICATIONS:
. Relevant academic degree;
. At least 3 years of working experience in project management
(including financial management);
. Preferably working experience in the Caucasus or other part of the
Commonwealth of Independent States;
. Monitoring and evaluation experience;
. Organisational and logistical skills;
. Political sensitivity;
. Insight in political developments in the Caucasus region;
. Networker and team player;
. Stress resistant;
. Proficiency in the English and Russian language, preferable
proficiency in Dutch.

REMUNERATION: will be in accordance with PSO terms and conditions and
includes a supplementary salary and a social security and insurance
package. The appointees will sign a contract with the requesting
organisation and a supplementary contract with PSO, the funding and
administrating organisation.

ABOUT THE COMPANY: ICCO is the Netherlands interchurch organisation for
development co-funding. ICCO yearly spends over Euro 100 million to
support development programmes of local church-based and secular,
non-governmental development organisations in Asia, Africa, Latin
America, Eastern Europe, the Middle East and Central Asia.

ICCO provides finances and expertise for programmes that stimulate
people to create a just and safe living environment for themselves and
for others. Two hundred motivated ICCO staff work on this mission
towards 'a world in which there is no poverty and injustice'.

ICCO's Department for Personnel Co-operation involves in supporting
capacity strengthening of organisations through the provision of short-
and long-term personnel. The department connects requests for expertise
from organisations in the South to qualified people in the Netherlands
or elsewhere. Requests for support for capacity strengthening reach ICCO
from non-governmental (ecumenical and secular) and government
organisations. In 2002 around 100 persons were overseas through ICCO,
while tens of funding agreements and short term assignments were
realised. The department employs 11 staff.

Applicants for vacancies with ICCO Personnel Co-operation have
specialised knowledge and experience but social involvement and concern
are of equal importance.
