JOB TITLE: Local Social Protection Expert

JOB DESCRIPTION: The Program Consultant will support the Yerevan
office of the Alliance to Save Energy in implementation of the Municipal
Network for Energy Efficiency Program.

REQUIRED QUALIFICATIONS:

The candidate must have project management skills, be an effective
negotiator and communicator and capable of working as a team member.
He/she must be extremely productive, proactive, capable of innovative
approaches and ideas and comfortable working in a fast-paced
environment, and must be able to negotiate and persuade through
effective interpersonal skills. A main requirement is an excellent
knowledge of the social sector in Armenia- pensions, disability, social
assistance, social insurance and all reforms and developments in the
social sector.

He/she will also need to have a thorough knowledge of the NGO sector.
He/she will be expected to have the skills to build strong relationships
with all actors in the social sphere in Armenia both at a national and
local level. While forging strong relationships with the Ministry of
Social Security is essential it is also important that relationships are
built with other actors in the social field, Social Insurance Fund,
Ministry of Justice etc. and this also includes the Mayors, the
Marzpets, agencies of local government and local community
organizations. The candidate should have excellent computer skills,
Word, Excel, Power-point etc. In addition he/she should have
presentation skills, report writing skills and possess the ability to
process information rapidly and extract the most important elements.

Thorough fluency in the English language in written and spoken form is
essential as is fluency in Armenian and English.
