International Research & Exchanges Board (IREX)

JOB TITLE: Country Coordinator
REPORTS TO: Caucasus Regional Program Staff
POSITION LOCATION: Yerevan, Armenia

JOB DESCRIPTION: IREX seeks a qualified professional to assist in the
management of the Internet Access and Training Program in Armenia. The
position will include responsibilities such as staff oversight, embassy
relations, strategic planning, program implementation, partner
relations, program evaluation, and financial management. The position
will be based in Yerevan, Armenia with substantial travel through
Armenia.

REQUIRED QUALIFICATIONS:
- Three-four years experience with international assistance and
development programs.
- Fluency in Russian, Armenian, and English required
- Experience in using the Internet and integrating information
technology resources in professional and educational settings
- An understanding of LAN architecture and hardware
- Previous experience with USG-funded programs preferred
- Minimum of at least 5 years of progressive management experience

JOB RESPONSIBILITIES:
- Manage the technical and programmatic aspects for activities related
to the IATP/Armenia.
- Establish agreements with those partner institutions approved by ECA,
PAS, and IREX-IATP Regional Management ensuring that contracts are
updated and requirements met.
- Develop training materials and curricula, Internet resources, and
local language on-line development.
- Assist local institutions to establish on-line presence, including
websites, electronic publications, and electronic mailing lists.
- Train and supervise a staff that consists of trainers, web masters,
systems administrator, and other program personnel.
- Develop Internet resource libraries at targeted partner institutions.
- Ensure that the IATP website provides accurate, comprehensive, and
up-to-date information on IATP, local resources, and US and European
academic and professional links.
- Develop and implement program outreach and publicity to targeted
audiences, specifically USG alumni.
- Conduct focus groups and assessments among USG alumni and other
targeted groups to determine training and Internet development needs.
- Attend and participate in IATP trainer conferences and electronic
mailing lists, and other meetings as requested by IREX.
- Produce monthly activity and expense reports.
- Collect and systematize IATP user information, special events, success
stories, and other statistics as requested by IREX.
- Assist IATP partner institutions in developing appropriate
sustainability plans.
- Network and collaborate with other NGOs administering Internet
programs locally and regionally.
- Assist with mid- and final program evaluations.
- Other duties as assigned.
