Can I get my ICQ back form robber?

hardly. you can require the password by mail if it has been registered in your details, but if the robber was smart, your details are already changed, including mail. another way is to steal it back from him/her, but again most probably robber will be smart enough to recognize the action he/she has performed on you

Try contacting the ICQ support team, but I guess they will tell you pretty much the same thing as Aram just did.

even if you remove your email from your details, icq server still keep it in their database. so try to request your password using your mail.
