No, I believe our education system is far from perfect, as many things left behind from the Soviet empire.
There are many problems in the educational system as such, and one of the basic ones I believe is the methodics of education in the USSR.

Что значит "армянская" система образования? Вы думаете такая существует? Сначала была советская, сейчас пока никакая, она в процессе становления, так что вести разговор о ее "не/совершенности" бессмысленно.
